Infrastructure Project Manager


Role Summary/Key Objectives:

 The Infrastructure Project Manager is responsible for leading one or more large scale, complex and cross-functional programs. This role is responsible to represent Infrastructure Services Group (ISG), lead project teams using agile delivery methods described in The Way We Get Work Done (TWWGWD) lifecycle processes. The objective is to set and manage all stakeholder expectations towards successful project completion, meeting financial, schedule, and scope targets.

The Infrastructure Project Manager will lead a collection of projects or project workstreams the strategic infrastructure initiatives through the full project life cycle and is responsible for overall coordination, status reporting, stability and delivery of high quality work efforts. In addition, this role will oversee team’s projects for quality and escalation to ensure high quality project results, and increasing levels of maturity and capability for ISG project management. Agile delivery methodology will be used for all projects; agile experience is required. Infrastructure experience in delivering Windows/operating system and SQL data base product upgrades is required.

Specific Areas of Responsibility: 

·      Manages multiple complex projects simultaneously; some are enterprise project management (EPM) assignments where the PM will be responsible for all project delivery teams across IT, and some are ISG-only projects partnering with application project teams.

·      Ensures all projects, directly assigned to PM and oversight of team members’ projects, are delivered on time and within budget, adhere to high quality standards, and meet customer expectations

·      Leads diverse teams and navigates a variety of reporting relationships and matrix resources across ISG and IT

·      Ensures projects are delivered on time and within budget, adhere to high quality standards, and meet stakeholder expectations

·      May manage and direct one or more project teams within an agile release train, establishes role expectations for all ISG project team members, and provides performance feedback to resource managers of all project resources

·      Creates and manages Rally board features and user stories, program increment planning, and oversees project team members’ artifacts to ensure consistency and quality



·      Understands project objective, business and customer impacts, and provides context to ISG project team members to ensure alignment of priority and critical decisions throughout the project lifecycle

·      Responsible for the quality and timely delivery of all project artifacts within the collection of projects assigned to the team 

·      Tracks key project milestones and adjusts program increments and sprints to meet project needs

·      Applies Cigna standard project management processes and methodologies to indicate project status as defined in TWWGWD

·      Facilitates project events and meetings to maintain team focus on critical path

·      Evaluates and effectively communicates project progress results, risks issues, and needs; and resolves project impediments and blockers to ensure cadence/velocity

·      Validates forecast and provides on-going reconciliation of resource plan, working with all matrix resource managers

·      Works with IT and business teams that partner with ISG to testing, installation, training and support

·      Measures project results against objectives, and is key representative for status through project completion, including lessons learned activities towards continuous improvement of ISG project management

·      Provides input to TWWGWD processes, and ISG project management best practices to improve and simplify ISG project mechanics

·      Qualifications:

o  General understanding of Windows operating system and SQL data base software stack

o  Work across multiple infrastructure teams to ensure all affected application components are vetted and tested during upgrades

o  Ensure application teams complete PVS & resiliency testing is for Windows and SQL data base stacks

o  Demonstrated experience delivering complex projects on time and at or under budget

o  Exemplary Project Management skills including scope management, capacity planning, project scheduling and tracking documents

o  Extensive knowledge and expertise in the use of Agile Project Management methodologies and tools, with a focus on infrastructure project delivery in support of infrastructure roadmaps

o  Demonstrated experience with infrastructure project management including consolidation, migration and refresh projects

o  Strong financial acumen, proven ability to connect the linkages of the project results to the financial and business benefits

o  Demonstrated ability in change management techniques

o  Proven ability to develop solid working relationships and establish a high level of credibility across functions and lines of business and infrastructure domains (voice and data networks, contact and service center, data center infrastructure and operations, information security and protection)

o  Persuasive, collaborative business acumen with the ability to influence others

o  Skilled in obtaining buy-in for ideas and driving project implementation and culture change within a multi-functional organization

o  Executive presentation skills and ability to communicate with all levels

o  Prior experience in supervisory or team lead role


Bachelor's Degree in Computer Science, Information Systems, Business Administration, or other related field. Project Management certificate may be required. Typically has 7 to 10 years of IT work experience, including 4 or more years managing projects and requires prior management, supervisory, or team leader experience
