IT Portfolio Delivery Lead

Our client is the second largest Medicare and Medicaid provider in the country, and is looking to grow their team in Dayton, OH! They’re looking to add an IT Portfolio Delivery Lead to manage large IT projects. The resource should have experience managing a data program, including enabling business readiness and organization change management.

Responsibilities

  • Accountable for all aspects of Information Technology project management and project resources (including partners/subcontractors), project planning, scheduling, risk management, scope management, internal and external communications, status reporting, and resource management
  • Establish, plan, and execute project budgets, major milestones, and integrated work plan reviews and decision gates to complete the project life cycle
  • Define project scope, deliverables, roles and responsibilities in collaboration with stakeholders and IT partners
  • Collaborate with Business PM to receive, manage, and deliver initiative features requiring IT development
  • Collaborate with Scrum Masters to identify dependencies and sequence features across the delivery teams
  • Effectively manage scope and change, assess impact and assure controls
  • Responsible for managing all phases of project delivery including: analysis and design, configuration and build, system integration, testing and training, and deployment of technical solutions
  • Lead and coach small multidisciplinary project teams and collaborate with stakeholders, business users, and developers to innovate and drive successful project implementation
  • Manage and appropriately escalate delivery impediments, risks, issues, changes, and action items, and works with responsible owners to address the items on a timely basis
  • Negotiate with Product Owners to ensure that project deliverables are prioritized and in alignment with business objectives, on-time and within budget
  • Exercise broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex projects/programs
  • Provide regular reporting and maintain ongoing communications to IT senior management, stakeholders and executive sponsors
  • Drive outsourced vendors, both onshore and offshore, and ensure adherence to contractual stipulations and obligations including established Service Language Agreements and other contractual performance metrics
  • Assist with the continuous improvement of project management and service delivery best practices, processes, and tools
  • Understand and refine business and technology architecture

Education/Experience

  • Bachelor's degree in Project Management, Business, Computer Science or related field or equivalent years of relevant experience is required
  • Minimum of ten (10) years of progressive experience as an IT professional is required
  • Minimum of five (5) years of Project Management experience, to include managing large scale technical projects, is required
  • Experience managing Agile application development, system integration, infrastructure, or other technology delivery projects is required
  • Familiarity of the healthcare payer industry and knowledge of Medicaid and Medicare is preferred
