Business Analyst/Project Manager – Real Estate Service Management (Consultant/Contractor)

 

Project Background

Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of customers served. Over the years we have worked hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship. 

 

As the energy industry has an incredible amount of transformation taking place, City Light is improving all aspects of operations to ensure there is support for the changes ahead, including real estate service management improvement.

 

SCL is soliciting for a hybrid Project Manager/Business Analyst to support the real estate service management business process and software solution improvement project. The primary focus of this role will be leading the vendor and City Light internal project teams to implement a SaaS solution to automate the SCL real estate service management process. 

 

The Business Analyst functions will include driving requirements from concept through implementation, ensuring traceability, alignment with utility operations, supporting system selection, and overseeing testing and business readiness, with a focus on enabling effective PPM processes and governance.

 

The Project Management functions will include end-to-end delivery of the project scope, implementation vendor oversight, stakeholder alignment, and definition/validation/management of business, functional, and technical requirements across the full project lifecycle.

 

Key Responsibilities

Requirements & Analysis

  • Lead end-to-end requirements elicitation, analysis, and documentation across business and technical domains
  • Develop and maintain Requirements Traceability Matrix (RTM) across all phases (design through UAT)
  • Perform fit-gap analysis to evaluate solution alignment
  • Translate business requirements into detailed functional and technical specifications aligned with existing enterprise systems

 

Business Process & Workflow Design

  • Develop current-state (as-is) and future-state (to-be) process maps for real estate portfolio, project, and resource workflows
  • Define use cases, user stories, and acceptance criteria aligned with operational needs
  • Identify process improvements and standardization opportunities across business units

 

Stakeholder Engagement & Governance

  • Serve as primary liaison between business stakeholders, IT, and vendor teams
  • Facilitate workshops, validation sessions, and decision-making forums
  • Ensure stakeholder alignment and timely input across all workstreams

 

Procurement & RFP Support

  • Lead development of detailed requirements for inclusion in the RFP package
  • Partner with Procurement and Legal to produce a complete, procurement-ready solicitation
  • Support development of vendor evaluation criteria, scoring approach, and response structure

 

Testing & Business Readiness

  • Define UAT strategy, test coverage, and acceptance criteria
  • Develop test scripts and support execution of User Acceptance Testing
  • Validate readiness for deployment; including procedures, training, and operational transition
  • Support post-go-live validation and stabilization activities

 

Deliver the Project

  • Own the full project lifecycle: charter, plan, execution, cutover, and closeout
  • Dissect the implementation into discrete use cases and workstreams [DA1] and manage each to completion
  • Drive scope, schedule, budget, and resource plans
  • Lead cutover planning, data migration, and operational transition to steady state

 

Manage Vendors and System Integrators

·      Lead the RFP/procurement process to select a platform and system integrator

·      Define and finalize contracts and statements of work

·      Hold vendors accountable to deliverables, timelines, and quality standards

·      Escalate and resolve vendor issues quickly

Align Stakeholders

·      Serve as SCL's primary project representative across business teams

·      Build and execute a stakeholder engagement and communications plan

·      Surface risks and issues proactively — bring options, not just problems

·      Prepare clear, concise status reports and leadership briefings

 

Drive Quality

·      Oversee requirements development, design reviews, and configuration decisions in partnership with business owners and the SI

·      Manage a rigorous testing program: unit, integration (SIT), and user acceptance (UAT)

·      Ensure documentation, SOPs, and training are complete before go-live

·      Enforce security and compliance standards consistent with SCL practices

 

 

Minimum Qualifications

  • Combined 7+ years of Business Analyst and Project Manager experience supporting enterprise technology implementations
  • Utility industry experience is strongly preferred, particularly in electric utilities
  • Strong stakeholder management skills — comfortable navigating technical, operational, and executive audiences  
  • Proven experience leading requirements elicitation, RTM management, and stakeholder alignment across complex programs
  • Experience supporting full lifecycle delivery; including RFP development, vendor selection, testing, and go-live
  • PMP or equivalent credential (or demonstrated equivalent experience)
